The liquid formula inside the cartridges is made up of propylene glycol (a common food additive/humectant used in order to retain moisture—also  currently used even in traditional cigarettes in order to keep the tobacco from drying out and in order to retain certain flavor additives, such as the mint oil extract in the popular menthol flavored cigarettes.
